Implementation & Timelines
California passed a law that in 2027 it goes into effect for all homeowners that live in the high fire danger areas.
Zone Zero refers to the mandatory 0-to-5-foot ember-resistant perimeter around homes and structures located in designated high fire hazard areas. Established statewide under Assembly Bill 3074, this regulation addresses research showing that wind-blown embers—rather than direct flame walls—cause the vast majority of wildfire home ignitions.
The state standard and local mandates (including the City of San Diego) focus on the following key aspects:
Key Requirements
No Combustible Ground Covers: Wood chips, bark, pine needles, dead leaves, and organic mulch are prohibited within the first 5 feet. Ground cover must transition to hardscape elements like gravel, stone, decomposed granite, or concrete.
Storage & Debris: Firewood stacks, trash bins, patio cushions, and stored lumber must be moved outside the 5-foot zone. Roofs, gutters, and spaces under decks must be kept entirely free of dry debris.
Vegetation & Trees: While complete clearing isn't required for every plant, vegetation within 5 feet must be non-woody, well-maintained, and kept away from windows, doors, and eaves. Existing healthy trees can remain, provided dead limbs and low ladder fuels are removed and branches are pruned away from chimneys and rooflines.
Attached Structures & Fencing: Combustible wood fencing connected directly to a structure must be retrofitted with a 5-foot noncombustible gap (e.g., metal or masonry) so it cannot act as a fuse leading to the house.
Implementation & Timelines
New Construction: Compliance is required immediately upon completion/certificate of occupancy.
Existing Homes: Enforcement for existing properties in Very High Fire Hazard Severity Zones is structured around a phased rollout over 3 to 5 years. The initial phase emphasizes community education, removing obvious ignition hazards (leaf piles, firewood), and limb clearance, followed by longer-term landscape and hardscape retrofits.
Insurance Considerations: Insurance carriers are increasingly using Zone 0 benchmarks during inspections, making compliance important for policy renewals and premium rates even ahead of municipal deadlines.
